Frumzi Casino Review: The Malta Licence That Isn't on the Page
Launched by Soft2Bet with talk of a Maltese licence, Frumzi now names no company or regulator, bars Malta itself, and accepts Ireland. Eleven regulators have flagged it. Swerve.

Frumzi Casino has no Irish licence, and its own footer and general terms name neither a company nor a regulator. Its rules exclude Malta, the UK and a long list of other countries but not Ireland, so it takes Irish players on an offshore footing, and our verdict in this Frumzi Casino review is swerve.
The detail that settles it is a small one. When Frumzi launched, trade press reported that Soft2Bet's new brand had won a Malta Gaming Authority licence. The site that trades today bars residents of Malta.
Frumzi Casino review: what the terms say
Section 2.3 of Frumzi's general terms lists the excluded jurisdictions. They include Afghanistan, Armenia, Belarus, Bulgaria, Curacao, Cyprus, Denmark, Estonia, Georgia, Iran, Iraq, Israel, the Ivory Coast, Lithuania, Malta, Moldova, the Netherlands, North Korea, Romania, Russia, Sweden, Ukraine, the UK and the USA. Ireland is not there.
The pattern is familiar. Countries with active regulators and blocking powers are excluded; the rest are open. Neither the footer nor the terms gives an operating company, a licence number or a regulator, which is the information a player needs most and the information a licensed operator is required to show.
Malta at launch, Anjouan today
A licence-tracking casino database lists Frumzi under an Anjouan licence, with IGplay as the licensee. Trade press reported an MGA licence for Soft2Bet's Frumzi when it launched. We cannot reconcile the two from the operator's own pages, because those pages say nothing. A casino holding a Maltese licence does not usually turn away Maltese residents, so we treat the Anjouan listing as the current position and the MGA report as history.
A watchlist that collects regulators' warning notices shows Frumzi on the unauthorised lists of eleven regulators. That is eleven authorities saying it served their residents without permission.
Frumzi Casino and Ireland
For an Irish player the position is this. No casino holds an Irish gaming licence, as the GRAI expects to start licensing gaming in early 2027. Frumzi is not on the GRAI register for its sportsbook either, although the official homepage shows a sports section alongside the casino and live casino. Since 1 July 2026 anyone taking bets from Ireland has needed a GRAI remote betting licence, and Frumzi does not hold one. Our licensing guide sets out who does.
That matters most when something goes wrong. With no named regulator on the site, a complaint has nowhere obvious to go after the operator's own support desk.
Frumzi Casino bonus, promo code and no deposit offers
Searches for a Frumzi Casino bonus, promo code or no deposit bonus are common. None is printed here; the verdict rules it out. Wagering, game weightings and maximum winnings on bonus funds are the operator's to set and change, and with no regulator named there is no one to hold it to them. Our bonuses section deals with offers from casinos whose licence is on the record.
App, sportsbook and withdrawals
We found no confirmed Frumzi Casino app in an official Irish app store. Payment methods and withdrawal times are not in our records, and we will not guess them. The sportsbook on the homepage is not covered by any Irish licence, so a bet placed there carries none of the protections a GRAI licensee must offer.
Soft2Bet's other casinos
Soft2Bet launched the brand and runs other casinos, but with no operating company named in Frumzi's terms we cannot say which brands share its current licence holder. Our sister sites page explains why matching the footer is the only safe test.
Why Frumzi gets a swerve
Swerve. A casino that has moved from a reported Maltese licence to an unnamed one, excludes the jurisdictions most able to act against it and sits on eleven warning lists is not one we can put in front of an Irish reader. Its form line shows the weakest licence figure we give.
