Best Online Casinos Ireland: Licences, Form and Verdicts

No casino site holds an Irish licence, because the regulator has not issued one yet. So the card below is ranked on foreign licences, the company behind each brand and how plainly the terms are written.

Home

Every online casino in Ireland runs under a foreign licence, because the Gambling Regulatory Authority of Ireland (GRAI) has not started gaming licensing; the Minister's latest answer to the Dail puts that in early 2027. The best casino sites open to Irish players today are those with a strong foreign regulator, ideally run by a group that already holds a GRAI betting licence, and our current card of them is printed below.

Further down: how the card was put together, who runs the leading entries, the sites we would leave alone, and where on Pick Our Team to find bookmakers, racing and the Lotto.

The online casino Ireland card

Eight casino sites, best first. Each runs its casino under a licence issued somewhere else: Malta, Great Britain or Gibraltar. None of them is an Irish gaming licence, because there is no such thing yet. Read the form line from left to right as licence, markets, payments, safer-gambling tools and terms, with 1 the best mark.

A top-three position on this card is not a recommendation to play. It means that, of the casino brands we could check, these carry the clearest paper trail. The full list, sorted by type of game and payment method, sits in our casino section.

Why no casino site is licensed here yet

The Gambling Regulation Act 2024 created three kinds of consumer licence: betting, gaming and lottery. Betting went first. Since 1 July 2026 every online bookmaker serving Ireland has needed a GRAI remote betting licence, and the GRAI register now lists a little over forty betting licences. Gaming, which covers casino, slots and bingo, has not been switched on.

So when a bookmaker with a GRAI licence also runs a casino tab, the casino side is operating under its Maltese, British or Gibraltar paperwork. The practical upshot for a punter: there is no Irish regulator to take a casino complaint to today. Our licensing explainer sets out the dates and the register in full.

How the card was framed

Each brand gets five marks from 1 to 9 and one of four verdicts: nap, each-way, watch or swerve. The method is written up on how we rate; in brief, the licence mark carries most weight. A casino run by a company that holds a GRAI betting licence scores better there than one with only a Maltese licence, because that company already answers to an Irish regulator for part of its business.

What the card does not do is reward the size of a welcome offer. Bonus amounts change weekly and the Act contains a ban on targeted inducements that has yet to be commenced. Offers, where an operator publishes one, appear in each brand's form box rather than in the ranking.

Who runs the leading casino sites

32Red Casino

Run by Platinum Gaming Limited of Gibraltar, the same company that trades as Unibet. Platinum Gaming holds a GRAI remote betting licence naming 32Red and Unibet; that licence covers betting only, and the casino runs under Gibraltar gaming paperwork. One mark against: the UK Gambling Commission fined 32Red Limited and Platinum Gaming in 2023. Licence on file: Revenue remote bookmaker's licence 1013174 (Platinum Gaming Limited, trading names Unibet, 32 Red); GRAI remote betting licence GRAI-0890-RB-26-0001 (issued 2026-09-11, expires 2029-09-10).

Kwiff Casino

Kwiff Limited, registered in Malta, appears on the GRAI register for remote betting. The casino product has no Irish licence. Its offers, payment methods and payout times could not be confirmed from the operator's own pages, so those fields stay blank for now.

Karamba Casino

An Aspire Global brand with Irish-facing pages for casino, live casino and jackpots. According to the operator, the casino runs under Malta Gaming Authority and UK Gambling Commission licences. Its betting licence is a Revenue one from the old regime; Karamba does not appear on the GRAI register as of 29 October 2026.

Quinn Casino and Lucky Pants Bingo

Quinn Casino is the casino side of QuinnBet, whose Gibraltar company holds a GRAI betting licence. Lucky Pants Bingo belongs to Rank Interactive (Gibraltar) Ltd, regulated by the Gibraltar Gambling Commission for customers outside Great Britain; its terms say the service is open to the Republic and bar credit cards. Bingo, slots, Slingo and live casino are on the menu.

Sites we would swerve

A large share of the casino brands Irish players come across carry a Curacao or Anjouan licence, or no licence we could find. Vavada and PlayAmo (Curacao) and Rainbet (Anjouan) are examples. None holds an Irish licence, Irish law offers their customers no protection, and a dispute would go to an overseas regulator, if one answers at all. They do not appear on our card and we do not link to them.

Crypto-only casinos usually fall into the same group. A site that will not open from Ireland may have been geo-restricted by the operator or caught by a High Court order against unlicensed providers; either way, it is a reason to stay away rather than a puzzle to solve.

Bookmakers, racing and the Lotto

Most Irish punters come for the horses and the football before the casino. On the betting side the position is cleaner: a bookmaker either is on the GRAI register or it is not. These are the licensed firms that score best on our form lines.

Before you lodge a euro

Gambling in Ireland is 18+, with no exceptions for casino tabs. Some protections are already law: since February 2026 a licensee cannot let you gamble on credit, and you are entitled to set your own monetary limits online. The national self-exclusion register promised in the Act is not running yet, so for now exclusion is done operator by operator. Our responsible gambling page lists Irish help services that we have checked.

Treat any casino stake as the price of an evening's entertainment. The house edge is built into every game, and no bonus changes that.

Readers' questions

Is any online casino licensed in Ireland?
No. The GRAI has licensed only betting so far; gaming licences, which would cover online casinos, are expected from early 2027. Casino sites open to Irish players hold licences from Malta, Great Britain, Gibraltar or elsewhere.
Is it legal for me to play at an online casino from Ireland?
The position is in transition. The 2024 Act targets providers who operate without a licence, not players, but while gaming licences are pending there is no Irish regulator to hear a casino complaint. Stick to sites with a reputable foreign licence.
Do I pay tax on casino or betting winnings in Ireland?
Players in Ireland do not pay tax on betting or lottery winnings. Bookmakers pay a 2% betting duty to Revenue on turnover.
Why does a casino I found not appear on your card?
Either it carries an offshore licence, such as Curacao or Anjouan, which earns an automatic swerve, or we could not confirm its licence and Irish availability from the operator's own terms.
What does a nap verdict mean?
Nap is borrowed from the racing page: it marks our strongest pick in a category. Each-way is solid with caveats, watch means wait and see, and swerve means avoid.
