Scratch Cards Online and in the Shop: What Irish Players Are Buying
Ireland has two kinds of scratch card: the National Lottery ones sold at the counter and on its own site, and the instant games in online casinos. They look alike and answer to different regulators.

18+ only. Gambling can become a problem. Set a limit before you start. Help and support

Scratch cards online come from two very different places in Ireland. The National Lottery sells paper scratch cards through shops and runs its own instant win games on its website, under the National Lottery Act and its own regulator; online casinos sell computer scratchcards under foreign gaming licences, because Ireland does not license online casino games yet.
Both are instant games: you pay, reveal symbols and know the result at once. The differences lie in who holds your money, how prizes are paid and where you complain. The table further down sets them side by side. Whichever you choose, scratch cards are 18+ only, and it is illegal to sell a National Lottery ticket to anyone younger.
National Lottery scratch cards in Ireland
The National Lottery is run under licence by Premier Lotteries Ireland and supervised by the Regulator of the National Lottery, an independent statutory office. It is outside the new gambling licensing system altogether, so the GRAI has no role in it. Paper scratch cards are sold in shops around the country, and the National Lottery's site runs online instant win games, which is the nearest thing in Ireland to an officially regulated online scratch card.
Prices, prize structures and odds vary from card to card, and new cards replace old ones through the year, including seasonal ones around Christmas. We do not list them, because a list would be out of date within weeks. Each card carries its own information; read that before choosing. Our page on National Lottery scratch cards covers the shop cards in more detail, and the lotto section covers the draw games.
Christmas scratch cards in Ireland are a fixture of the gift season, and a card in a stocking is still a gamble. The age rule does not take the holidays off: a National Lottery card may not be sold to anyone under 18, which makes it a poor present for a teenager. What the cards do not pay back in prizes goes to the operator and to good causes, which have received over EUR 7 billion from the National Lottery since 1987, according to its regulator.
Claiming a scratch card prize
The deadline for a scratch card prize does not run from the day you bought it. According to the Regulator of the National Lottery, it runs from the last day the card could be sold, and that date is printed on the back of the card. Prizes can be claimed at a National Lottery retail agent, at a post office prize claim centre or at National Lottery headquarters; the full instructions are on the National Lottery's own site. National Lottery winnings are not taxed. Keep the card safe until you are paid.
Scratch cards online at casinos
Casino scratchcards are computer games in which the result is decided by a random number generator the moment you buy, and the scratching is animation. Many carry the names and symbols of popular slot series, which is why searches for branded scratchcards such as Fishin Frenzy or Rainbow Riches come up. The price per card is usually low and adjustable, and the return to player is set by the studio that made the game, published in its help screen.
These games run under the casino's licence, which for Irish players means a foreign one: Malta, Gibraltar or Great Britain at the reputable end, Curacao or Anjouan at the other. No casino has an Irish licence, because the GRAI does not expect to begin gaming licensing until early 2027. Our online casinos rankings show which foreign-licensed brands we rate.
Shop card or casino card: the comparison
| National Lottery | Online casino | |
|---|---|---|
| Who runs it | Premier Lotteries Ireland, under the National Lottery Act | The casino operator, under a foreign licence |
| Who supervises | Regulator of the National Lottery | The foreign regulator named in the site's footer |
| Where profits go | A share goes to good causes | The operator |
| Where to complain | The National Lottery, then the Irish regulator | The operator, then the foreign regulator |
| Prize claim | Agent, post office claim centre or HQ | Paid to your casino balance |
Free scratch cards and no deposit offers
Offers of free scratch cards that win real money with no deposit are almost always casino sign-up promotions. The winnings usually arrive as bonus money with a wagering requirement and a withdrawal cap, so a handful of free cards rarely turns into cash. The National Lottery runs no such offers. The no deposit bonuses page goes through the small print.
Which scratch cards are best to buy
There is no best card in the sense of one that pays more than it costs; every scratch card is priced to return less than its ticket sales. The fairest comparison is between the information each card publishes about its odds and prizes, and the clearest advice is to set a budget before buying and leave the winnings out of it. Instant games are quick, and quick games encourage another go. If that is becoming a habit, the services on our responsible gambling page can help.
